Abuja: The Minister of Solid Minerals Development, Dr Dele Alake, has announced that 90% of the ministry’s staff have been onboarded to the Target Setting System (TSS) platform. This initiative is part of the Federal Civil Service’s Performance Management System (PMS), which aims to enhance productivity, accountability, and service delivery across Ministries, Departments, and Agencies (MDAs).
According to News Agency of Nigeria, Alake made this disclosure during a visit by the 36 Heads of Service, including the Head of Service of the Federal Capital Territory (FCT), to assess the implementation and effectiveness of the PMS. This strategic tool, introduced to replace the outdated Annual Performance Evaluation Report (APER), is part of the Federal Civil Service Strategy and Implementation Plan 2021-2025, known as FCSSIP 25.
Alake emphasized that the TSS platform has significantly improved operational efficiency within the ministry. The system enables staff to be registered, trained, and monitored digitally for performance tracking, with clear Key Performance Indicators (KPIs) aligned with national development goals. These efforts have notably increased the ministry’s revenue from N6 billion in August 2023 to N38 billion in 2024.
The digitization of licensing and sector operations has played a crucial role in blocking revenue leakages and enhancing processes across the ministry. Additionally, an aggressive marketing campaign was launched to raise public and investor awareness of Nigeria’s mining potential, with Dr Alake highlighting the country’s mineral wealth as a potential surpasser of oil revenue.
As the world transitions from fossil fuels to green energy, solid minerals are seen as key to powering this shift. Dr Alake stressed the importance of sanitizing Nigeria’s operating environment to harness its resources and remain competitive globally. He also noted that digitization and PMS integration have significantly advanced the sector’s development and transparency.
The ministry is working to align individual staff goals with its broader mandate for effective governance, focusing on investment promotion, sustainable mining, and enhanced staff performance monitoring through technology. Regulatory and sensitization programs have been introduced to ensure compliance and staff ownership of reforms, with strengthened feedback and supervision mechanisms for ongoing performance improvements.
In response, Nigeria’s Head of Service, Dr Didi Wilson-Jack, commended Dr Alake’s transparency and commitment to the PMS implementation. Represented by Mrs Patience Oyekunle, Permanent Secretary, Service Welfare Office, Office of the Head of Service, Wilson-Jack praised the minister’s efforts during an interactive session with the Heads of Service.
