NCoS and REA Forge Partnership to Electrify Correctional Centres Nationwide

Abuja: The Nigerian Correctional Service (NCoS) and the Rural Electrification Agency (REA) have entered into a significant partnership to deploy renewable energy infrastructure and training centres across correctional facilities in the country. The Memorandum of Understanding (MoU) was signed during an event in Abuja, marking a pivotal step towards improving the quality of life within custodial centres.

According to News Agency of Nigeria, the Controller General of NCoS, Sylvester Nwakuche, emphasized that the MoU represents more than the provision of infrastructure. It embodies hope and a second chance for over 81,000 inmates, aiming to enhance rehabilitation through access to electricity and promote sustainable development within correctional facilities. Nwakuche expressed gratitude to REA for supporting inmates often overlooked in national development plans.

He highlighted that the partnership, themed ‘Strengthening Partnerships for Sustainable Energy Access and Socio-Economic Development,’ seeks to empower inmates by providing renewable energy, supporting rehabilitation, and enhancing vocational training. Nwakuche noted that inmates were enthused about the opportunities for education and empowerment that the partnership could bring.

In his address, REA’s Managing Director and CEO, Abba Aliyu, stated that the agency signs MoUs not as a ceremonial gesture but as a commitment to action and accountability. He referenced previous successful collaborations, such as with Huawei to establish Nigeria’s first Testing and Simulation Centre, and emphasized that the MoU with NCoS provides a unique opportunity to extend similar benefits to correctional institutions.

Aliyu detailed that the partnership will involve deploying renewable mini-grids in correctional facilities and setting up training centres. He acknowledged the existing collaboration between NCoS and the National Open University of Nigeria (NOUN) to provide educational programmes for inmates, stressing that electricity is crucial for the success of these efforts.

Umar Umar, Executive Director, Technical Services of the REA, remarked that the MoU marks a bold step in cross-sector collaboration for rural electrification and national development. He noted that the agreements align with Nigeria’s development agenda and the Federal Government’s Energy Transition Plan, which aims for universal energy access by 2030 and net-zero emissions by 2060.

The event was attended by dignitaries including the Managing Director of the Nigeria Incentive-Based Risk Sharing System for Agricultural Lending (NIRSAL), representatives from GEM Africa, Africa Energy Council, and other notable organizations.
