BPP Launches E-Government Plan for Digital Submission Procedures

General

Abuja: The Bureau of Public Procurement (BPP) has commenced the implementation of its E-Government Plan in line with the Federal Government’s drive towards digitalisation and enhanced efficiency in public service delivery. This move marks a significant shift in how government procurement processes are conducted, aiming to streamline operations and reduce reliance on paper-based submissions.

According to News Agency of Nigeria, a circular issued by the Director-General of BPP, Dr. Adebowale Adedokun, titled ‘Transition to Electronic Submission Procedure at the BPP’, dated Aug. 4, 2025, outlines the new procedures that all Ministries, Departments, and Agencies (MDAs) will need to follow. Adedokun emphasized that the implementation is rooted in the National Digital Economy Policy and Strategy (NDEPS) 2020-2030 and the National E-Government Master Plan (NEGM) 2021.

The circular specifies that starting Aug. 18, the bureau will no longer accept hard copy submissions. Instead, all procurement-related documents must be submitted electronically to the designated email address: [email protected]. Each submission must be in both PDF format for official record-keeping and in an editable format such as .docx or .xlsx to facilitate review and processing.

Further directives include that all communications concerning the adoption of Special or Restricted Methods of Procurement Act, 2007, should be sent exclusively to the bureau’s designated email: [email protected]. Additionally, all MDAs are required to provide two functional official email addresses and two active telephone numbers of designated officers for formal communication and authentication purposes.

Adedokun urged all MDAs to promptly adhere to the directive to avoid disruptions or delays in procurement submissions and reviews. The transition to electronic submissions aligns with BPP’s ongoing efforts to implement the NDEPS and digitalize government operations.
